Syndicate 13 describes the governments worst fears. Educated thugs able to infiltrate law enforcement, judicial systems, and politics with violence and discipline among a group of teenagers seeking to change how gangs are looked at. The leader Declan Chambers is fighting many demons of abandonment, trust and love for his family.
