People are dead, and Tommy Hawkins, Sr. is responsible. He didn't pull the trigger, but his identity theft scheme led to their murders. He rationalized his responsibility by telling himself that he only sold information; what people did with it after that he didn't care. Until the one killed was his own son.

Grayson Cooper (Coop) and Dare County Deputy Sheriff Zaina Majik (Magic) were almost victims of the scheme themselves. As part of a multi-national task force, they have learned much about the clever identity theft network in marina towns up and down the east coast of the United States, and they are sure that Hawkins is the leader of the organization. But can they prove it?

Hawkins has come to Coop and Magic's home town, Manteo on North Carolina's Outer Banks. As they work to determine if he is a threat, the task force is gathering the evidence they need to capture and convict the man responsible. But just when they think they know it all, Tommy Hawkins changes the game, and with weapons drawn, lives are in danger.
