Pakistan was founded on a promise: a state where its people could live with dignity, security and opportunity. Nearly eight decades on, that promise is fraying. Its leaders stand accused of corruption and worse. Power rests with a narrow nexus of politicians, businessmen and generals. Millions of children never learn to read. Clean drinking water and decent healthcare have become luxuries. Justice can be bought. An insurgency burns in Balochistan, the TTP rejects the state outright, and an economy kept alive by loans and deposits from friendly countries lurches from one bailout to the next. Every year the country's brightest young people leave.

In Pakistan Unravelling: Reflections on Turmoil and Reforms, Ambassador Ata Munim Shahid draws on thirty-five years of public service, twenty-five of them representing Pakistan abroad, to ask how a nation of such promise came to this point and what it would take to change course.

Across fifteen chapters, the book examines the structures that keep Pakistan trapped:

  • Dynastic politics: how a small circle of political families across Punjab, Sindh, Balochistan and Khyber Pakhtunkhwa have turned parties into inheritances and elections into contests between clans.
  • Elite capture: the alliance of politicians, business interests and the military establishment that shapes policy for the few rather than the many.
  • The energy trap: how the Independent Power Producer contracts saddled the country with capacity payments, circular debt and electricity that households and industry can barely afford.
  • A compromised judiciary: a record of courts that have too often bowed to the establishment instead of checking it, from the "doctrine of necessity" onward.
  • A divided education system: three separate worlds of elite schools, struggling public institutions and madrassas that produce three separate Pakistans.
  • Economic decline: chronic dependence on the IMF, borrowing to repay borrowing, a narrow tax base and the flight of talent and capital.
  • Insecurity and alienation: the grievances fuelling unrest in Balochistan and the challenge posed by militant groups that reject the constitutional order.

This is not a book of despair. Having diagnosed the disease, Ambassador Shahid sets out practical reforms: breaking the grip of hereditary politics, restoring the independence of institutions, renegotiating the country's economic model, investing in a single, credible system of education and health, and giving every region a fair stake in the federation, including full provincial status for Azad Jammu and Kashmir through constitutional amendment. The choice, he argues, is stark. Pakistan must change its system, through the ballot or through upheaval, and the longer reform is delayed, the higher the price will be.

Written with a diplomat's breadth and an insider's candour, the book is supported by data, tables, annexures on economic and education indicators, and a full bibliography. It is essential reading for students of South Asian politics, policymakers, journalists, members of the Pakistani diaspora and every citizen who believes the country deserves better.

About the author Ambassador Ata Munim Shahid served as Pakistan's Ambassador to Algeria, Mali and Mauritania, with earlier postings in Moscow, Rome, Bangkok, Singapore and Niamey. He was Director General for Economic Cooperation at the Ministry of Foreign Affairs, Commissioner of the D-8 Organisation for Economic Cooperation and a senior official of the Organisation of Islamic Cooperation. He holds a postgraduate degree in international relations from the London School of Economics and is the author of books on water diplomacy, economic cooperation and forestry, including Troubled Waters and Beyond Boundaries. He hosts the YouTube channel Voice of South Asia with AmbShahid and lives in Islamabad.
