Freedom of Speech is often misunderstood. Kelly is volunteered to lead a national investigation into the radical right and their threat to our democracy and the government. He's also investigating three murders at UPS warehouse facilities south of Seattle; unbeknown to him, there is a connection with his other investigation. He's the epidemy of a "non-fed" yet is able to rally the decision-makers from numerous agencies into a uniformed tactical force that takes down the radical right and all their plans and supplies. Generals respond to his requests; councilmen are arrested as collaborators. Dirty bombs are defused. And the President is able to report to the nation they are safe from this ugly threat. Kelly returns home to assume a new role as a special homicide detective assigned to the office of the Chief of Police.
