Inter-planetary war almost destroyed life on planet Eco, inadvertently unleashing powers of magic and creating a biosphere capable of conscious thought. 17,000 years later, an undersea survival city with a brutal fascist society emerges into an Eden where mythical creatures exist and magic is real, resulting in love, war, heartache and hope.

23-year-old Caia Esvane and her sisterhood are capable of mind-join, and yet this same unrealised power attracts City 5 to the surface, hungry for new resources. Lucas Venn is unique in the city; a gladiator set free by the Empress herself, yet chooses to become a humble Lawkeeper, and the first city dweller to set foot on land.
